A bid for a £100,000 loan to finish turning the Greenham Common control tower into a cafe and visitor centre still hasn’t been submitted.
Greenham Parish Council chairman Julian Swift-Hook confirmed that the application to the Public Works Loan Board (PWLB) was still being worked on.
The admission came during the parish council’s full meeting last Wednesday, in which there was a lot of discussion about the troubled project.
The loan could also have an impact on whether some or all of a £421,555 grant given to the council by Social Investment Business (SIB) towards the project will have to be paid back.
SIB has set a date of June 13 for the council to answer four questions about the project, which includes providing a realistic plan into how the remainder of the project will be financed.
SIB is managing the grant on behalf of the Department of Communities and Local Government.
But Mr Swift-Hook has stated that work to prepare an application for submission is continuing and he is hopeful it will be submitted by the end of May.
He said: “The PWLB wants to see a business plan, a forecast of where the funding is coming from, what work still needs to be done and how much that’s going to cost.
“We’re working on putting that together.
“They also wanted us to do a residents’ survey to find out what people think of the plans, so all of those things are in process. Some of them are further advanced than others. We just need to get all of those things tidied up and we’ll be submitting the loan application.
“The survey we’re currently carrying out, we’re getting a positive response to, and we’re hoping to get this finalised in the next month or so.”
The control tower has suffered a number of delays since it was given planning permission in September 2015.
It was originally hoped that the tower would be completed and open by the spring last year, but legal issues and funding problems saw it pushed back.
Around £700,000 has already been spent on the refurbishment.
The intention is for the tower to serve as a visitors’ centre to Greenham Common.
The project will detail its history as a base for the US Air Force during the Cold War.
