Not everyone in West Berkshire will receive their permits to use the district’s recycling centres by the time the scheme comes into force on Monday.
Today West Berkshire Council revealed that due to delays in the production process, some residents would not get their permits until October 3.
As of this Monday coming, anyone wanting to use the recycling centres at Newtown Road in Newbury or in Padworth has to display a permit.
The permit scheme was set up to ensure that only West Berkshire residents would be able to use the two centres.
But as not all of the permits have been sent out yet, the council has said that residents without one can still use the centres if they take with them a photo ID and either a council tax or utility bill.
Dominic Boeck, the council’s executive member for waste, said: “The delivery of the waste permits is taking longer than expected because of delays in the production process.
“This has been caused in part by the application of security features on the permit and the insertion of permits into the holders at the printers.
“Our supplier has advised us that some permits may not arrive until Saturday (Oct 1) so I’d ask residents to be patient while the delivery of the permits continue.”
The scheme was introduced after Hampshire County Council halted its £200,000 annual contribution to West Berkshire for its residents to use the centres.
Discussions are still ongoing over allowing those living just over the border in Hampshire to continue using the centres, rather than facing a much lengthier trip to Andover or Basingstoke.
Cllr Boeck continued: “Staff at the recycling centres have been fully briefed on the new scheme and will be available to answer questions and help people access the site with minimal disruption.
“During the first few days there may be queues at busy times as more people than anticipated will be bringing with them paperwork instead of permits, but it should settle down by the end of the week.”
